OPEC: Who Represents Nigeria?

As crashing oil prices hurt producing countries, an emergency meeting is holding at OPEC's headquarters, Vienna, today

Venezuela, a nation dazed by the market, put together this meeting. Russia, a non OPEC member is attending even though it has no intention of cutting output.

Norway and Mexico are staying away.

Nobody knows  whether Nigeria, the OPEC''s chairman since November 2014, is attending. It does not have a minister of oil.
It has also yet to come to terms with the mess its decades of oil dollar dependence has created.

The meeting, incidentally is coming in the wake of strong inventory data from the US. This has already pushed down Brent to $47.60 today in London.

The Nigerian government is enmeshed in unproductive local politics.
The country is notorious for its inability to respond to emergencies in effective ways.
